Getting Started / Program Participants
 

The PlanSource provides access to planning services for local government agencies and certain non-profit organizations. Specifically, we establish and offer access to firms for a broad range of community planning and related services for local governments in Texas and other states.

Under the law, just about any local government agency may become a Program Participant. They simply have to execute an Interlocal Contract from our PlanSource website.

3-Way Partnership at Work

The three-way partnership between H-GAC, Program Participants, and Firms is a very important relationship that provides vital links to ensure effective cooperative results. Clear, concise communication is essential to making the partnership effective and successful. The contact path includes all three parties: H-GAC, Participants, and Firm.
H-GAC's Role

H-GAC'S role is to conduct product research and surveys, write technical specifications, conduct pre-bid conferences, open bids, and evaluate responses. After contracts are awarded by the H-GAC Board, H-GAC's staff certifies contract validity, and administers contracts.
The Participant's Role

 Participants are expected to consult with Firm's representatives for the purpose of determining the exact requirements needed to serve constituents. Participants work with Firm's representatives to detail and complete all documentation required when submitting purchase orders.
